Where 1.30 ≤ d < 1.80 m, the general limit is 18 t. A limit of 19 t is permitted only if the tyre and suspension conditions, or the conditions for both driving axles, set out in Annex I are met.

This is a motor vehicle’s axle group. The table for a trailer or semi-trailer’s axle pair is different.
A simple explanation
The 19 t limit applies when the driving axle is fitted with twin tyres and air suspension, or suspension recognised as equivalent under the directive. Alternatively, each driving axle must be fitted with twin tyres and the maximum load on each axle must not exceed 9.5 t. Axle spacing alone is not enough to select the 19 t limit.
