Who normally has the right to dispose of goods under CMR, and when may it pass to the consignee?

Normally the sender. It passes to the consignee when the second copy of the consignment note is handed over to them or they exercise their rights under Article 13(1) of CMR; the sender can also grant it earlier by an entry in the consignment note.
Please note
Being named as consignee does not give a person the right to change instructions at every stage of carriage.
A simple explanation
The person entitled to give instructions may therefore change during the journey. Before acting on conflicting instructions, the carrier must establish who currently has the right of disposal.
The right of disposal can pass to another party.
