TIR is for international customs transit under a control and guarantee system. It does not apply simply because goods cross the border between two EU countries.

A TIR carnet does not replace a transport licence, CMR or other documents required for a particular journey.
A simple explanation
For TIR purposes, the EU is a single customs territory: the transport must start or end in a non-EU country, or run between EU locations through a non-EU country. At least part of the transport must be by road, and eligibility to use TIR is determined by the conditions of the particular procedure.
TIR means customs transit, not every international journey.
