A simple explanation
Check every pair of consecutive weeks: 1 + 2, then 2 + 3. You do not start a new pair by skipping week two. Even an allowance of 34 hours does not establish that the plan meets all other working-time and rest conditions.
The pairs overlap: 1+2, 2+3, 3+4.
