A simple explanation
The 16 t interval ends before 1.30 m, while the 18 t interval includes that value: 1.30 ≤ d < 1.80 m. Calculation: 18 − 17.8 = 0.2 t. This answer confirms only compliance with the tabulated limit for the given axle group, not the suitability of the whole combination to travel.
