When does CMR apply to a contract for international carriage of goods by road?

When the carriage is for hire or reward, the agreed places of taking over and delivering the goods are in different countries, and at least one is a CMR contracting country, unless a Convention exception applies.
Please note
CMR provides exceptions for carriage under postal conventions, funeral consignments and furniture removals; an ordinary consignment of furniture is not automatically a removal.
A simple explanation
What matters is the actual agreed location of the goods, not the sender's or consignee's registered office or the driver's nationality. For example, a purely domestic journey ordered by a foreign company does not automatically become international CMR carriage.
