A simple explanation
Under CMR, a change must be possible when received, must not interfere with the carrier's normal operations and must not harm the senders or consignees of other consignments. For example, an authenticated request does not in itself justify disrupting delivery of goods intended for another consignee. If these conditions cannot be met, the carrier must immediately report this.
An authenticated instruction must still be feasible.
