No. Depending on the conduct, administrative or criminal liability may arise. The value of the goods or payment alone is not enough to determine the full liability.

A simple explanation

Customs identifies different grounds under the Code of Administrative Offences (ANK) and Criminal Code (BK). For a driver, this means a request to conceal goods cannot be treated as merely risking a small fine.
