A driver employed by a company established in Lithuania makes an ordinary LT–DE journey and, in another case, a separate DE–FR journey. How does the posting assessment differ?

The special rules on posting drivers generally do not apply to an ordinary bilateral LT–DE journey. They generally apply to a separate DE–FR movement where neither country is the employer's country of establishment.
Please note
Conditional exceptions exist for additional activities during bilateral carriage and some other operations. Assess the entire operation, not just the driver's nationality or two cities on the route.
A simple explanation
DE–FR is carriage between other countries, known as cross-trade. Where posting applies, the carrier submits a declaration through the IMI interface; the driver must be able to provide a copy, evidence of the transport operation and tachograph records. Bilateral carriage does not remove the need for other journey documents.
First establish the journey's link to the country of establishment, then assess posting.
