No. Gross mass is 2 t below its limit, but the rear axle is overloaded by 0.5 t. Revise the loading plan, properly secure the remaining goods and recheck the loads.

The limits are supplied for this example. These figures do not allow the exact distance for moving the load to be calculated; adding straps does not solve an axle overload.
A simple explanation
A lower total mass does not itself prove correct distribution. Keep the centre of gravity low, assess its longitudinal and lateral position, and use the particular vehicle's load-distribution plan.
Total mass and each axle have separate limits.
