Within every period of four consecutive weeks, provide a real opportunity to return either to the usual operational centre in the Member State where the employer is established or to the driver's place of residence, for a regular weekly rest or a longer compensatory rest.

This is a rule on organising the return of employed drivers. The driver's individual decision and an employer's instruction to return to the centre during working time are assessed separately.
A simple explanation
After two consecutive reduced weekly rests under the international transport exception, the return must be planned before the next regular rest with both compensations. The operator documents these arrangements. The driver can choose the specific rest location; a general advance waiver of return does not release the operator from the duty to plan it.
